The Government of Kenya marks its commitment to the Shirika Plan, an innovative approach towards Refugee management in Kenya

Deputy Governor of Nairobi H.E Njoroge Muchiri , today attended the Shirika Plan, National Steering Committee meeting today at Serena Hotel, Nairobi. The meeting coincided with the World Refugee Day celebrations 2024 whose theme is “For a World where refugees are welcome.”

Shirika Plan is a Government of Kenya initiative domiciled in the State Department of Immigration and Citizen Service under the Ministry of Interior and National Administration.

The initiative embodies the Country’s innovative approach to refugee management. Through a partnership between the Government of Kenya, UNHCR and various stakeholders, the initiative aims to transform refugee camps in Garissa, Turkana and urban areas into integrated settlements to promote sustainable socio-economic inclusion for both refugees and host communities.

The initiative employs a three phase implementation approach namely, Transition; Stabilization and Resilience.

Consequently, for a smooth and successful implementation the plan depends on key enablers among them a robust, well defined and represented Governance and Coordination structure. This will promote an inclusive stakeholder representation and facilitate effective implementation.

The Governance and Coordination structure will include the National Steering Committee led by the Principal Secretary-Immigration and Citizen Services and reporting to the Cabinet Secretary for Interior and National Coordination. Other members of the steering committee will include Governors from Garissa, Turkana and Nairobi respectively, alongside Principal Secretaries from key ministries.

Apart from the National Steering Committee the Governance and Coordination structure will also have be the DRS-UNHCR joint secretariat which is dedicated to facilitating and supporting the operationalization of the Shirika Plan, ensuring seamless coordination and implementation.

On the other hand, there will be the technical committees with members comprising line ministries at the National level and Departments at the County level with support from the experts from various stakeholders to provide technical inputs for development and operationalization of the Shirika Plan.

Nairobi City County Government was represented by the Deputy Governor H.E Njoroge Muchiri flanked by Nairobi County’s Chief Officer for Social services Mr. George Mutiso.

Dr. Raymond Omollo(PS, Internal Security), Amb Julius Bitok (PS, Immigration and Citizen Services), Dr Singoei Korir (PS, Foreign Affairs), H.E Jeremiah Lomorukai (Governor, Turkana County), H.E Abdi Dagane (DG, Garissa County), UN Resident Coordinator Stephen Jackson, UNHCR Country Representative Caroline Van Buren and J.N Burugu (Commissioner for Refugee Affairs) were present too.
