Nairobi County Treasury led by County Executive for Finance and Economic Planning Sector, Charles Kerich together with County Finance Officer and Ag. Chief Officer for Economic Planning, Asha Abdi held a meeting with County Executives, County Chief Officers, Sector accounting officers and procurement officers to deliberate on Public Financial Management (PFM) reforms key to the Nairobi City County Government’s agenda as it seeks to strengthen internal controls and address challenges which impact on service delivery.
The session was graced by H.E Deputy Governor Njoroge Muchiri, who called upon the staff to work hard towards achieving the results identified and reiterated support by the county treasury towards implementation of agreed resolutions.
Key among the PFM reforms highlighted were full adoption of e-procurement, increased absorption of development funds, adherence to provisions of the PFMA and PPRA act in financial processes, improving efficiency in budget controls, timely financial reporting to national treasury and other statutory bodies among others.
Mr. Muchiri said, “I know what it takes and the responsibility bestowed on individuals who carry the title of an accountant. As a people who are custodians of management of the balance sheet of this County, you hold the singular responsibility of ensuring that we show an improvement. The County being a service delivery unit, we provide services to Wananchi in line with the manifesto that H.E the Governor and I presented to the people of Nairobi and as such we need to deliver first class service”.
He added that in accounting function, there is a need to ensure that staff have the right skills. “Respect for boundaries of each individual as well is very key, stick to your sector unless seconded. We are now using system controls, let us have respect for them, you have limits, rights to do certain things, and you should not go beyond that. ”
County Secretary and Head of Public Service, Patrick Analo emphasized the need to work as a team and be more proactive, less mechanical, and reactive.
County Treasury affirmed its commitment to enhancing fiscal discipline with the aim of ensuring prudent usage of public resources for improved service delivery to Nairobians.
