Finance and Economic Planning Affairs.

The Finance and Economic Planning affairs is responsible for the following functions:-

Finance Sub sector functions: –

  • Developing and implementing financial and economic policies in the County.
  • To ensure prudent financial management including financial reporting as per Section 163 of the Public Finance Management Act (2012) and enforcement of the fiscal responsibility principles espoused by section 107 of the PFM Act.
  • Management of County assets as per section 153 of the PFMA 2012, and Part XII of the County Public Finance regulations (2015)
  • Ensuring optimal use of public resources by enforcing procurement rules as per the public procurement and Disposal Act and meeting section 121 of the public Finance Management Act. Section 33 of the Public Procurement and Disposal Act identifies the County Treasury as the organ responsible for the implementation of public procurement and asset disposal Act.
  • Ensuring compliance with accounting standards prescribed by the Accounting Standards Board from time to time
  • Ensuring proper accounts and other records in respect of the County government and its entities to promote efficient and effective use of the county’s budgetary resources
  • Providing the national Treasury with information it may require to perform its functions under the constitution.
  • Issuing circulars with respect to financial matters relating to the county government entities.
  • Advising the County government entities, the county executive committee and the county assembly.
  • Strengthening financial and fiscal relations between the national government and county governments in performing their functions.
  • Ensuring equitable regional development of the county through implementation of ward development programs as guided by the Ward Development Fund Act.

Economic Planning Sub Sector Functions: –

  • Preparing the annual budget for the county and coordinating the preparation of estimates of revenue and expenditure of the county government.
  • Coordinating development planning and implementation
  • Management of County statistics
  • Coordinating the implementation of the budget of the County government
  • Consolidating the annual appropriations accounts and other financial statements of the county in a format determined by the Accounting Standards Board.
  • Monitoring the County government entities to ensure compliance to plans, budgets, policies and the PFMA.
  • Assisting county government entities in developing their capacities for efficient, effective and transparent financial management, upon request.
  • Advising the County government entities, the county executive committee and the county assembly.
  • Strengthening financial and fiscal relations between the national government and county governments in performing their functions.
  • Reporting regularly to the county assembly on the implementation of the annual budgets
  • Taking any other action to further the implementation of the PFMA in relation to the County
  • Strengthen policy formulation, planning, budgeting and management of county statistics as provided for by Sections 105 and 125 of the County Government Act (2012). Also enhancing tracking of implementation of development policies, strategies and program as provided by Part XI of the County Public Finance regulations (2015).

Revenue Administration Sub sector functions: –

  • Mobilizing resources for funding the budgetary requirements of the county government and putting in place measures to raise revenue and resources.
  • Taking any other action to further the implementation of the PFMA in relation to the County
  • Enhancing resource mobilization through implementation of robust revenue raising strategies as provided by section 132 and 133 of the Public Finance Management Act 2012 and Part VI of the County Public Finance Regulations (2015)
