In exercise of the powers conferred by Section 157 of the Public Finance Management Act (PFMA) 2012, the County Executive for Finance and Economic Planning, Charles Kerich, appointed Mr. Tiras Njoroge, Chief Officer for Revenue Administration, as the Receiver of Revenue for Nairobi City County for the Financial Year 2024/25.
This appointment gives Mr. Njoroge the mandate to oversee all own-source revenue streams, including collections directed into county funds such as the Alcoholic Drinks Control and Licensing Fund, and revenues generated by Facility Improvement Funds tied to level 4 and 5 hospitals, as well as the Nairobi Funeral Home.
As the new Receiver of Revenue, Mr. Njoroge aims to strengthen collaboration across sectors to streamline revenue reporting and advance the digitization of revenue collection systems. The Revenue Administration sub-sector is committed to enhancing resource mobilization through strategic approaches tailored to the county’s specific service needs.
“Nairobi City County has set an ambitious Own Source Revenue target of Kshs 20.06 billion,” Mr. Njoroge remarked. “As Receiver of Revenue, it is my responsibility to ensure that we analyze all available data on our revenue streams to identify any untapped potential and drive financial success. My team will work closely with other service sectors to enhance our Know Your Customer (KYC) processes and maximize returns from each revenue portfolio.”
This comprehensive approach is expected to significantly bolster the county’s revenue reporting and resource mobilization efforts.
Mr. Njoroge also highlighted that his appointment aligns with H.E. Governor Sakaja Johnson’s vision for transparency and compliance in revenue collection, as well as the broader goal of fully digitizing county revenue streams.
He reaffirmed his team’s commitment to advancing the Governor’s directive to improve efficiency in revenue collection, ensuring that Nairobi City County fulfils its promises to the residents.
