The Nairobi County Economic Planning Sub-Sector has initiated the process of drafting the Annual Development Plan (ADP) for the period of 2025/2026, pursuant to section 126 of the Public Finance Management Act, 2012 and in accordance with article 220 (2) of the Constitution.
The ADP is prepared pursuant to section 126 of the Public Management Act (PFMA), 2012 and sustains the pace of implementation of the County Integrated Development Plan (CIDP) while optimizing the investment of public resources. This plan seeks to transform Nairobi into a competitive city with a dignified quality of life for its citizens, fueled by optimal public investment.
The ADP process commenced with sectoral planning, where sectors prioritized their programs, aligning with the flagship projects outlined in H.E. Governor Sakaja Johnson’s manifesto and the CIDP 2023-2028.
Outgoing County Chief Officer for Economic Planning, Dr. Machel Waikenda, while addressing the participants in the workshop, emphasized the need for the draft ADP to be accurate and comprehensive. “The county is dependent on us with this ADP, and we need to ensure that every single piece of information captured is accurate. Let us take this process seriously. In the past, there has been a worry that there is a detachment between the ADP and the end result, which is the budget. Let us streamline the process and bridge that gap so that we motivate all sectors and stakeholders to participate more. The ADP directly contributes to guiding county development, being a precursor to budget formulation and implementation. The sectors’ ownership in the compilation of this draft is very critical to the process,” he said.
County Director for Economic Planning, Geoffrey Sianga, noted that the week-long workshop would be very engaging to ensure the documents are complete. “The objective of this workshop is to draft the ADP 2025/26, which forms the basis of the next financial year’s budget. We have development priorities from the sectors, which, together with an in-depth scrutiny of the implementation of the CIDP, will be consolidated into a draft ADP. Thereafter, the draft will be improved afterward-based consultations and deliberations with various stakeholders before submission to the county assembly. The deadline for submission is 1st September, as provided in the Public Finance Management Act.”
He added that participants should produce a report on project implementation by the end of the workshop. “When we go for public participation, the first area of conflict is on how much the county has managed to implement on the ground. We need to concurrently come up with a document that communicates that. The report needs to be informative and accurate, communicating county achievements for the past financial year. We need to portray and narrow down on what each sub-county and ward has implemented.”
Present at the workshop were Deputy Director for Economic Planning, Grace Chabari, Principal Economist, Petronilla Kang’ara, and other officers from the Economic Planning Department.
