The sector has three subsectors namely Public service , Boroughs and Sub County Administration ,Security and Compliance with the following functions:-
Public Service Sub sector Functions:-
Implementing County Public Service Board decisions relating to:
- Appointment of persons to hold or act in offices in the county public service .
- Staff Promotions
- Re designations
- Confirmation in appointment
- Transfers
- Deployment and right placement of staff
- Staff exits
- Benefits and Compensation
- Employee Relations and Staff Welfare
- Management of the Human Resource Management Information System (IPPD)
- Human Resource Development through Capacity building
- Reforms and Performance Management
Boroughs and Sub County Administration Subsector functions
coordination, management and supervision of the general administrative functions in the Borough and Sub County Administration including:-
- The development of policies and plans;
- service delivery;
- developmental activities to empower the community;
- the provision and maintenance of infrastructure and facilities of public services;
- the county public service;
- exercise any functions and powers delegated by the County Public Service Board under section 86

Security and Compliance Subsector functions
This is the team tasked with provision of security and enforcement in the City which includes removal of illegal structures, Traffic Marshalls, Environment Enforcement team.
Security and compliance mandate:-
- Provision of assistance to members of public making enquiries in public places and along the streets
- Maintenance of Law and order, preservation of public peace and safety
- Enforcement of County Laws and any other delegated legislation
- Commencement of investigation related to administrative/Service delivery cases from Nairobi City County and NMS
- Provision of guarding and Protection duties to NCC and NMS strategic infrastructure and County VIP’s
