Stakeholder Workshop Shapes Path for Nairobi City County Betting, Lotteries, and Gaming Bill, 2023: A Collaborative Effort Towards Robust Legislation

The Nairobi City County Gaming and Betting Sub-Sector hosted an internal stakeholder’s workshop to gather recommendations for the Nairobi City County Betting, Lotteries and Gaming Bill, 2023.

The Betting, Lotteries, and Gaming Act, 2021 was nullified by the courts on 31st January, 2023 due to a lack of adequate public participation.

Speaking at the stakeholder gathering, Ms. Maureen Njeri, Executive Member for Business and Hustler Opportunities, under which the Sub-Sector falls, emphasized the importance of involving both internal and external stakeholders in crafting the right legislation to foster a collaborative working relationship.
Betting6“Without proper legislation, the County loses revenue,” Ms. Njeri stated. “We look forward to changing that by having a bill, following public participation that will help the County upscale revenue collection from this specific Sub-Sector.”

Executive Members from other sectors, including ICT, Boroughs, Administration and Personnel, Green Nairobi, Talents, Skills Development, and Care, Mobility and Works, pledged to work closely with the Business and Hustler Opportunities Sector. They committed to scrutinizing the Bill once it reaches the Cabinet and providing recommendations before its submission for public participation and final approval by the County Assembly.
Betting3On the other hand, representatives from the County Assembly including Hon.Antony Kiragu the Minority leader and the MCA Waithaka Ward and Hon.Chege Mwaura, the MCA Ngara Ward who proposed the Bill in the Assembly, also re affirmed of the County Assembly’s commitment in working together with the Executive in ensuring this law is passed through the appropriate legislative process and, to ensure adequate Stakeholder engagement.

Representatives from the County Assembly, the Legal Department, the Trade and Industries Sector, Public participation and stakeholder’s engagement and County Chief Officers for BHO and Tourism and Culture, Ms. Zipporah Mwangi and Mr. Clement Rapudo, respectively, were also present. Mr. Geoffrey Mwithimbu, the Director of Gaming and Betting, was among the other attendees.
