Public participation exercise on Annual development plan 2020/2021

On 20th August 2019, facilitators headed to the various sub counties in Nairobi for the  Public Consultations on the 2020/21 Financial year Annual Development Plan. They were flagged off to each of the 17 Sub Counties hosting the event by Mr.Kepha Omanga who is the County director of Finance and economic planning.

“We are committed to the process to ensure that citizen input in the planning and budgeting cycle is given utmost premium. We are following in the footsteps of H.E Governor Mike Sonko who has put the citizen first in his public policy pronouncements. “, said the Director of Economic Planning while flagging off facilitators to the Forums at City Hall.

Mr. Omanga reiterated that Nairobi County Continues to be a pace setter in recognition and observance of Article 1, 10,232, 274 among other articles that provide for public participation in governance, public Finance Management and Service delivery.

Kefa

The Director Economic Planning while addressing a Public Participation forum indicated that the County Treasury will work round the clock to ensure all views received from the public were assessed and a report finalized immediately in readiness for rigorous analysis before the final proposals are forwarded to the County Budget & Economic Forum for consideration. The post consultation ADP shall be subjected to a stakeholder validation exercise on Friday 23rd August, 2019 at Charter Hall. Upon receiving cabinet consideration and approval, the CECM for Finance shall submit the Plan to the County Assembly on or before 1st September, 2019.

Kamukuni

At Kamukunji Sub County, the Annual Development Plan 2020/2021, kicked off in earnest. County Economic Planning officers led by the team Leader Mr. Ndungu Romans and Ms. Cecilia Wangui gave an overview of the Citizen’s Version of the Nairobi City County Annual Development Plan.

The ADP is basically a proposal of the clear priorities for implementation by the Nairobi City County Government from 1st July, 2020 to 30th June, 2021.

The Kamukunji Sub County Administrator Ms. Susan Onanga who was represented by Mr. Paul Masaka, the Ward Administrator for Air Base urged the residents to prioritize their needs in realization of the resources available.

The plan considers the socio- economic Development challenges encountered by the County, strategies to be put in place and the required resources for each initiative. Further, the implementation schedule and monitoring framework has to be developed.

The Kamukunji residents turned out in large numbers to give their views on the priority areas they would like their Government to spend the proposed budget of kShs 36.229 billion. Representatives from Eastleigh North Ward, Eastleigh South Ward, Pumwani Ward, Airbase Ward and California which forms Kamukunji Sub County took the important step to be part of the journey of developing the 2020/ 2021 ADP, which will define the route of development in the area.
