The Office of the Governor is in the homestretch towards formulation of a policy that will breathe order into the realm of external resources with the aim of enhancing the County Government’s capacity to diversify resource outlays that complement available resources for implementation of its development agenda.
Addressing participants during a public participation event on the draft policy, Director for Donor Coordination and Stakeholder Engagement Kefa Omanga said “This policy once approved will facilitate innovation, certainty, diversification, transparency and accountability in external resource mobilization, management and accounting for results in a manner that spurs confidence among our partners”.
The Policy proposes a robust institutional framework for effective coordination, implementation and oversight. It provides for the establishment of the Inter-Agencies Partnership Group that shall provide strategic leadership in creating pathways for local and international partnerships, recognizes the role of other players including the County Executive Committee, The County Assembly, National Treasury, the County Treasury, The Directorate for Donor Coordination & Stakeholder Engagement, the County Technical Working Group and the Project Implementation Units (PIUs).
The event brought together members of the public, development partners, civil society organizations, government entities and religious organizations who hailed the County for the bold step that will ultimately create certainty among partners who seek to work with the County Government.
