Nairobi Revenue Authority Framework To Drive Fiscal Autonomy in The City

Nairobi County took a key step towards strengthening its own-source revenue by convening a multi-sectoral technical workshop to develop the operational instruments needed to fully operationalize the Nairobi Revenue Authority (NRA).

County Executive Committee Member for Finance and Economic Planning, Charles Kerich noted that the process being undertaken was central to repositioning how Nairobi County manages its revenue. “By putting in place strong operational and legal instruments, we are laying the foundation for a more transparent, data-driven, and accountable system that will support the County’s long-term financial sustainability.”

County Receiver of Revenue, Tiras Njoroge shared that the operationalization of NRA will lead to a shift in the manner the county views Revenue Administration. “Entrenched in the HR policies and other instruments being developed is a meticulous way of tracking revenue data and enhancing collaboration with our clients. Nairobians will be proud to build our county together” he stated.

Ag. CEO, Nairobi Revenue Authority and Director for Revenue Administration, Dr. John Ntoiti, commended the technical team for its commitment and output. He underscored the importance of the terms and conditions of service, noting that they are central to formalizing NRA operations.

At the centre of the discussions was the review of the secondment framework, a key mechanism that enables staff deployment to the NRA through the County Public Service Board. This approach remains necessary under the County Government Act, which currently limits the NRAs’ ability to recruit independently, despite provisions in the law that anticipate future autonomy.
Raf 2The team consisting of officers from Revenue Administration, Human Resource, Office of the County Attorney, Office of the County Secretary, union representatives undertook a comprehensive review of the Nairobi City County Revenue Administration Act, 2019, enacted in 2021, identifying critical gaps particularly in human resource management and recruitment processes.  They provided input on the identified gaps, with their contributions expected to inform proposed amendments to strengthen the legal and operational framework.

The technical team developed a draft NRA organizational structure, outlining staffing needs and establishing clear terms and conditions of service. This includes setting minimum job grades for revenue officers and defining transition guidelines for staff moving from the county public service into the Authority.

Once finalized, these documents are expected to anchor a fully functional NRA, positioning Nairobi County to enhance efficiency, accountability, and revenue performance.

Deputy Director Veronica Kalekye appreciated the officers’ dedication and collaborative spirit, noting that the progress made reflects a shared commitment to strengthening the County’s revenue systems. She emphasized the importance of sustaining the momentum, finalizing the outstanding deliverables, and ensuring the framework developed translates into a practical, results-driven model for efficient revenue administration.

Present was Assistant Director, Revenue Administration, Nixon Otieno, Director, Employee Relations, Duncan Oyugi, Director of Human Resource Development Alice Kahuthu among other County Officers.
