Nairobi County VET Officers and Principals Introduced to New TVET Course Application System

Nairobi, 27th March 2025

Vocational Education and Training (VET) officers and principals from Nairobi County’s Vocational Training Centres (VTCs) received a presentation on a Technical and Vocational Education and Training (TVET) course application system by a team led by Riho Pihelpuu, CEO of ADM Group, an Estonian digital solutions company.

Chief Officer for Smart Nairobi, Wilson Gakuya, emphasized the project’s importance, stating, “Expectations for this application system are high, particularly because TVET activations are a critical part of Smart Nairobi’s mission to leverage technology for development.”
Tvet App 7He highlighted that Nairobi County’s growth depends on implementing smart solutions, adding, “Smart solutions enhance visibility, foster accountability, and improve efficiency across all county systems.”

The application system aims to digitize and simplify the course application process, allowing prospective students to easily access and apply for TVET programs across the county. Through a single, user-friendly portal, applicants will be able to browse available courses, check eligibility criteria, and submit applications seamlessly.

Once fully developed and implemented, the system is expected to enhance transparency, minimize errors in applications, and make vocational training more accessible.

County Deputy Director for e-Government, Paul Kiiru, noted, “Currently, the application process is manual. We are building an integrated online portal that will unify all VTCs, making it easier for applicants to find available courses in different institutions. Each VTC will also be able to track student applications and course enrollment in real-time”

Christopher Waweru, Project Manager for e-Governance at the Estonian International Development Cooperation Centre (ESTDEV), reaffirmed their commitment to supporting Nairobi’s VTCs, stating, “We are here to ensure VTCs establish an online presence and digitize their courses. Working with ADM Group, we aim to provide a practical and effective online solution for vocational training services in Nairobi County.”
Tvet App 14ADM Group CEO Riho Pihelpuu guided the participants through the presentation, stressing the importance of collaboration in the project’s success. “This meeting is an opportunity to connect, revisit key project elements, review progress, and refine deliverables to ensure an efficient and well-integrated system,” he explained.

He further emphasized that the success of digital transformation in education relies not just on technology but also on how well it aligns with the needs of both students and institutions.

ADM Group, based in Tallinn, Estonia, is a leading independent strategic digital solutions agency specializing in customer-facing systems. The company combines solution development, cloud computing, and digital marketing to create end-user-focused digital solutions.

Also present at the session were Leonard Mititi, Director for Vocational Education and Training, Assistant Directors from the department, as well as Principals from Waithaka, Mathare and Ofafa Jericho VTCs, who provided insights from a user perspective. The Estonian delegation also included Külli Kool, Project Manager, and Britt Jaaska, System Analyst.
