Nairobi County Holds Strategic Workshop to Strengthen Revenue Targets

Nairobi City County Revenue Administration held a four-day strategic workshop in Mombasa to enhance revenue generation and align strategies for improved collection across all sub-counties.

The forum brought together sub-county and ward revenue coordinators, ICT officers, borough managers, sub-county administrators, and heads of revenue streams to develop actionable plans toward achieving the KES 21.5 billion target for the 2025/2026 financial year.

Discussions focused on optimizing revenue systems and boosting efficiency through better staff deployment, public awareness campaigns, business registration, fraud crackdowns, and improved customer service. Key areas of focus included parking, market operations, use of idle spaces, slaughterhouse reforms, and formalization of Maasai markets.

To strengthen accountability, revenue targets were cascaded to individual officers using defaulter data for notices and enforcement. The county also plans to restore reduced rates, automate market parking, extend cess collection to private facilities, and enhance service delivery through digital tools and ward-level performance tracking.
Revtargets 3Nairobi County Receiver of Revenue and Chief Officer, ICT Infrastructure Tiras Njoroge, reported steady growth compared to the previous year and expressed confidence in meeting the new target through creativity, data-driven decision-making, and accountability. He termed the compliance system a game changer in promoting transparency and real-time monitoring, urging officers to submit timely reports and embrace technology.

A key highlight was training on the Compliance Enforcement System, which verifies business compliance in real time and integrates with NairobiPay for transparent tracking and multiple payment options. The system supports permits, land rates, disaster management, and geospatial mapping — forming the backbone of Nairobi’s modern digital revenue framework.

Chief Officer for Digital Economy and Startups, Sande Oyolo, called for stronger document verification, formalization of unregistered businesses, and expansion of the tax base. He emphasized continuous staff training, reliable infrastructure, and fraud prevention measures.

Chief Officer for Security and Compliance, Eva Wariuku, underscored the need for teamwork and cross-sector collaboration, noting that through unity and shared commitment, Nairobi can strengthen its revenue base and sustain growth.
Revtargets 4Acting CEO of the Nairobi Revenue Authority and County Director for Revenue Administration, Dr. John Ntoiti reaffirmed the County’s focus on closing the revenue gap through practical, data-led solutions, while NRA Board Member Shaban Asman urged stronger coordination and planning to achieve and possibly exceed the set targets.

The workshop concluded with renewed commitment to accountability, technology adoption, and interdepartmental collaboration to build a transparent, efficient revenue system that supports business growth.
