Nairobi, 5th November, 2025
Nairobi County’s Public Participation department led by Chief Officer, Zipporah Mwangi today hosted Nairobi residents, caregivers, education officers, and teachers from across the county at the Charter hall to the Caregiving Training Manual and Teacher Management Framework.
Mr. Brian Mulama, County Executive, Talent, Skills Development & Care stressed the great change in Early Childhood Development (ECD) once the two statutory documents are put into play.
“The two documents will play a key role in scaling the ECD transformative agenda being spearheaded by Governor Sakaja” said Mr. Mulama.
The purpose of the forum aimed to gather feedback and suggestions on the draft documents.
Participants included caregivers from different Nairobi county constituencies, as well as education officers and ECDE teachers from various sub-counties.
“This event is a testament to Nairobi County’s ongoing commitment to transparency, collaboration, and community involvement. As the county moves toward finalizing the manuals, the voices of caregivers, teachers, and partners will remain at the heart of these transformative reforms. By working closely with stakeholders, Nairobi County continues to pave the way for stronger early childhood care and education systems, ensuring that children, caregivers, and teachers receive the support they deserve.” said Zipporah Mwangi, Chief Officer, Public Participation and Citizen Engagement.
The framework for teacher management in early learning aims to harmonize teacher management practices and promote quality inclusion.
This document’s objectives is to promote equitable teacher distribution, establish gender equality and inclusivity, clarify the roles of key stakeholders for improved coordination, institutionalize comprehensive monitoring and evaluation for data-driven planning, and establish accountability systems for effectively monitoring teacher attendance and conduct. In terms of Human Resource Management for teachers, the framework covers aspects such as recruitment, appointment, discipline, leave, exit from service, and performance management.” Said Ruth Owuor, Director, City Education.
The event showcased the county’s commitment to promoting education and childcare, with a focus on community involvement and stakeholder engagement. By working together with partners and stakeholders, Nairobi County is taking significant steps towards improving the lives of its residents, particularly children and caregivers.
The event was attended by NCCG Partners; UNICEF, Oxfam, CB TV, Tiny Totos. Kidogo Early Years, Uthabiti, APHRC, COVAW among other Partners in the Childcare Space. NCCG partners played a crucial role in developing the manuals. Nairobi County was represented by; Godfrey Ochele, Director, Public Participation, Raphael Kinyungu, Deputy Director, City Education, Kefa Nyamwaya, Assistant Director of Vocational Training, Terry Kagendo and Mutua from the office of the County Attorney and Truphena Ogonda , Director ICT.
