Nairobi City County has taken a major step towards strengthening sustainable and accountable public investment through a successful internal stakeholder engagement forum on the Draft Environmental and Social Risk Management Policy (ESRMP) 2026 held at Green Park Hall, Uhuru Park.
The forum brought together key County officials including Sector Accounting Officers, Directors, Borough Managers, Sub-County and Ward Administrators, reaffirming a whole-of-government approach to environmental and social risk management.
Speaking on behalf of the Chief Officer – Finance, Deputy Director Budget James Ngunjiri emphasized that the Policy will enhance fiscal discipline by ensuring early identification and management of environmental and social risks, ultimately reducing project delays, cost overruns, and legal exposure while promoting value for money.
Chairperson of the Technical Working Group, Kefa Omanga, highlighted that the Policy introduces a unified framework for integrating environmental and social safeguards across the entire project lifecycle and guide investment decision making for sustainable development. He noted that the ESRMP will strengthen project screening, stakeholder engagement, and accountability, while positioning the County to develop investor-ready and sustainable projects.
Director of Economic Planning Geoffrey Sianga underscored the Policy’s alignment with Public Finance Management Regulations, noting that it will embed risk-informed decision-making into project planning, budgeting, and evaluation processes, thereby enhancing the quality and sustainability of County investments.
Commending the Technical Working Group, Director of Research and Policy Dr. Kimolo stated:
“The Technical Working Group has demonstrated exceptional commitment and technical rigor in delivering a policy of high quality and relevance within a commendable timeframe.”
The forum also recognized the participation of key officials including Director – Nutrition and School Feeding Esther Mogusu and Technical Working Group Secretariat Head Arphaxard Makori, among others.
The validated draft will now proceed to public participation ahead of finalization and submission for approval.
