Nairobi City County moves to streamline Boda Boda sector with new regulations

Nairobi City County has today engaged stakeholders on the Nairobi City County Boda Boda Regulations 2025, aiming to improve safety and bring order to the fast growing Boda Boda Sector.

The new regulations introduces a structured framework to guide operations, including designated areas of operation, clear pickup and drop-off points, and rules governing courier services. They also set compliance standards covering rider training, safety gear, and operational conduct.

Key provisions of the regulations include mandatory registration of all riders under recognized Saccos or companies, annual permit requirements, and strict adherence to safety measures such as wearing helmets and reflective gear. Riders will also be required to operate only within designated zones, with color coded identification to enhance discipline and ease of monitoring.
Bodastreamline 4While appreciating the continued cooperation from the Boda boda stakeholders the County Executive Committee Member in charge of Mobility and Works, Mr. Ibrahim Auma recognized the critical role the bodaboda sector plays in the city’s economy and daily mobility.

He indicated that the county has placed priority on addressing challenges affecting riders, including ongoing first aid training and closer collaboration with saccos.

The CECM acknowledged that the sector continues to face challenges that, if not addressed, pose risks to both riders and passengers. He made it clear that the county will enforce the law within the existing legal framework.

“We have given first priority to your challenges. We will not accept impunity in the sector. We must work together to bring safety and dignity.” said the County Executive.

He called for joint efforts to bring order, safety and dignity to the sector.
Bodastreamline 1The County plans to partner with TVETs and NTSA to offer specialized training and validate licenses. Mr. Auma noted that many riders have already received first aid training, with more sessions planned. He also urged operators to keep pedestrian walkways clear.

To strengthen oversight, the county will roll out a Boda Boda Management System to register riders and motorcycles, track compliance, and support enforcement efforts. The system is expected to improve accountability while ensuring that compliant operators benefit from recognition and legal protection.

“Formal recognition will help protect riders, support their work and strengthen the sector’s place in the city’s transport system”. Mr. Auma said.

The regulations also outline penalties for non-compliance, including fines and possible suspension or revocation of permits for serious violations.
Bodastreamline 2Eng. Moses Kuiyaki, the County Director for Transport backed the push for professionalism, calling for a dedicated institution to train riders on road safety.

Boda boda representatives welcomed the County’s efforts but requested designated parking bays in the CBD, citing limited space since most streets have been paved with cabro blocks.

Attending the meeting were members of the County Transport and Safety Committee, bodaboda SACCO representatives, County Engineers, representatives from NTSA, and other stakeholders.
