Nairobi, Friday 19th February, 2021
This morning Nairobi City County Government (NCCG) acting County Secretary and Head of County Public Service, Dr. Jairus Musumba together with all Nairobi County Executives, all sector heads and the finance team, are holding deliberations on the Nairobi City County’s Annual Development Plan (ADP).
Says, Dr. Musumba “Pursuant to section 126 of the Public Finance Management act 2012, the County prepares the ADP plan and submits it to the Nairobi County Assembly by 1st September of every year. Our Deputy Governor and Acting Governor, H. E Kananu Mwenda is fully focused towards the finalization of this plan, a Pre requisite before the development of the CFSP.”
The County Annual Development Plan (ADP) is therefore an important document in the budget process.
Says Nairobi County Executive for Finance, Allan Igambi “The ADP operationalizes the capital investment programmes, projects and initiatives outlined in the County Integrated Development Plan(CIDP). The ADP 2021/22 Pursues the Eight (8) key development objectives espoused by the CIDP 2018-2022.
Says Dr. Jairus Musumba, “This becomes the basis for the annual budget. Remember, section 104 of the County Government Act, 2012 provides that no funds shall be appropriated outside a planning framework. So, if we want to know what to look for in the budget, we should be starting ideally from the CIDP, then the Annual Plan, and then the budget estimates.”
The Nairobi County Annual Development Plan (ADP) is expected to provide strategic priorities that will guide the process of identifying and prioritizing the programs of the county.
The eight (8) key development objectives of Nairobi City County’s 2018-2022 CIDP are to:
-Provide quality physical infrastructure in the city
-Provide economic growth opportunities to diverse groups including youth, women, PWDs
-Provide reliable, accessible, quality and affordable healthcare,
-Provide accessible, affordable and quality ECD and vocational opportunities for all
-Promote food and nutritional security for all
-Promote good governance, public participation and rule of law
-Increase access to affordable and quality housing
-Provide clean energy, safe drinking water, waste management and sanitary services in a secure sustainable environment
