Nairobi charts path to climate resilience with focus on data and inclusive planning

Nairobi County has commenced the development of a Climate Adaptation and Resilience Plan aimed at strengthening the city’s response to climate risks and addressing the cost of inaction.

The flagship initiative, supported by the Stockholm Environment Institute (SEI)and FSD Africa, is designed to enhance Nairobi’s capacity to respond to the growing impacts of climate change.

“This initiative introduces a cost of inaction approach. Through scenario based modelling, we will minimize avoidable losses, prioritize interventions, and develop bankable, climate resilient projects.” said Ms. Maureen Njeri, County Executive for Green Nairobi, while commenting on the Plan.
Climateresilience 1Addressing a forum attended by technical experts from various departments of the County and other stakeholders, Mr. Maurice Kavai, Deputy Director for Climate Change and Air Quality Monitoring, said the process marks the beginning of a deliberate effort to build a climate resilient city anchored on data, evidence, and inclusive governance, adding that the plan will draw on historical climate data, institutional knowledge, and stakeholder input and guide the County in responding to the growing impacts of climate change including floods, drought, rising temperatures and pollution.

“This is a long term journey to develop a robust framework that will guide county actions and position Nairobi as a model for climate resilience globally.” He told participants.
Climateresilience 3Mr. Niall O’Connor, Director at the Stockholm Environment Institute (SEI), said the Institute will support the county with spatial analysis, financial modelling, and decision-support tools.

“The goal is to integrate climate considerations into policy and budgeting.”  He said.

He cautioned that failure to act could result in significant losses across key sectors, citing worsening floods, prolonged droughts, air and water pollution, and rising urban heat, particularly in informal settlements.
