Facilitators trained on the upcoming Public Participation forum focusing on validation of the CIDP 2023-27-draft report

Nairobi City County officers who have been identified as facilitators have today received training for the upcoming Public Participation forum which will be held on 27th February, 2023 in all the 17 sub counties. The forums will provide an opportunity for members of the public to give input to the County Integrated Development Plan (CIDP 2023-27).
Cidp4Assistant Director Public Participation, Rahab Maina welcomed the facilitators and informed them of the various multi- sectoral efforts required from the facilitators to make Nairobi work through the upcoming Public Participation.

Public participation is a constitutional mandate and the public have the right to participate in planning and decision-making as provided for in the constitution and other legislation.
Cidp7The training, which was carried out at Panari Hotel was to prepare the facilitation team towards the exercise by making them understand the CIDP and CFSP process. The teams were also taken through the main objectives of the exercise and built consensus on the common message and approach.

The County  Director Economic Planning, Geoffrey Sianga told the participants that they were to be deployed to the 17 sub counties and will be  tasked with the responsibility of conducting the public forums in liaison with the Sub County Administrators. He reiterated the importance of having effective public participation in order to enhance the citizen’s engagement with County Government.

Said Geoffrey Sianga ” When we commenced this process and as guided by the National Treasury, we were not going to conduct this exercise by ourselves rather, we had Nairobi City County Government leading the process with a steering committee chaired by Ag. County Secretary, Jairus Musumba and co-chaired by County Commissioner”.
Cidp2Director Sianga informed the facilitators that in November 2022, County officers went to all the Sub Counties and met the citizen’s of Nairobi who gave their opinion on the next five year plan.

Said Sianga “We are still in the process of developing the CIDP 2023-2027,  a 5 year plan that will be implemented from next financial year. The draft has so far captured priorities which were informed by the public participation,  sector priorities and the Governor’s Manifesto.

Director Sianga added, the County has consolidated a draft and members of the public will be interrogating the report captured on the 17th and 18th November, 2022 to ascertain if it is a true reflection of what transpired during the previous public participation.

He further said that the County will test if the priorities in the draft are responsive to what was raised during the previous public participation.

Said Sianga ” The report that was captured in November, 2022 and what will be confirmed in the upcoming Public Participation will be our database for the candidate projects to be implemented in the next 5 years”.
Cidp8Director Sianga informed the facilitators that the County was combining CIDP and County Fiscal Strategy Paper (CFSP)  because the current   CFSP draft will be the first CFSP on the CIDP that is currently being developed.

Said Sianga ” Year 1 of the CIDP that we are doing is going to be next financial year 2023/2024 and the draft CFSP we are currently preparing is the CFSP 2023/2024″.

Present were Deputy Director Economic Planning, Grace Chabari, Principal Economist,  Petronilla Kang’ara, Ward Administrator Utalii,Jeremiah Mauti,  Ward Administrator Karura, Sylvester Lubaga, Ward Administrator Embakasi South, Francis Nyandago among other Ward Administrators, County Officers drawn from all Sectors and representatives of non state actors.
