The County Executive for Inclusivity Public Participation and Customer Service led the Sector Working Group (SWG) chaired by Dr. Catherine Gichuba in a working workshop to discuss and prepare the sector Medium Term Expenditure Framework (MTEF). The Medium-Term Expenditure Framework (MTEF) typically spans three to five years, providing a strategic planning horizon for government expenditures.
County Executive for Inclusivity Public Participation and Customer Dr. Anastasia Nyalita said the workshop is of great importance for the team members to come together to cautiously examine and learn more on the development of sector specific planning documents. She urged that there is the need have entire sector staff trained on the same.”
County Executive said “ This workshop on Medium-Term Expenditure Framework (MTEF) has focused on enhancing participants to understand and gain skills in budget planning over a multi-year period. The team has learned to forecast expenditures, prioritize projects, and align financial resources with strategic goals. The workshop typically covers budgetary processes, risk analysis, and fosters collaboration among stakeholders to ensure fiscal sustainability and effective resource allocation.”
“This teams work is to ensure the sector planning documents are properly prepared and submitted to the concerned sectors on time. The budget officer will take us through Planning Horizon, Budgetary Discipline, Macroeconomic Context, Revenue Projections, Multi-Year Planning, Sectoral Allocation, Risk Management, Public Investment, Policy Priorities, Transparency and Accountability, Performance Monitoring, Cyclical Considerations, Debt Sustainability, Stakeholder Engagement and Flexibility.
The County Executive commended the devotion of the sector staff despite the sector being new and facing resourcing challenges. She said that she will ensure the sector does alot of capacity building to boost employee morale, improve service delivery and drive change.
Medium-Term Expenditure Frameworks (MTEFs) are crucial for government financial planning. They provide a multi-year perspective, enhancing fiscal discipline, prioritization, and transparency in resource allocation. MTEFs help align budgetary decisions with long-term policy goals, fostering sustainable economic development.
The team was facilitated by the Sector Budget Officer Ms. Gladys Ogendi who plays a crucial role in guiding the sector budgeting process. The budget officer is responsible for developing, implementing, and monitoring the budget, ensuring that financial resources are allocated efficiently and in line with sector goals. they analyze financial data, identify trends, and provide insights to support decision-making by senior management.
