Nairobi City County staff who have been identified as facilitators have today received training for the upcoming Public Participation forums on the County Integrated Development Plan (CIDP) 2023/27.
The officials included representatives from Sub County Administration, Ward Administrators, sector working groups, members of non state actors, National Planning Office and other stakeholders.
Pursuant to the provisions of article 220(2) of the Constitution of Kenya as read together with Sections 107 and 108 of the County Government Act, 2012, Nairobi City County Government is in the process of formulating the County Integrated Development Plan which will outline the development priorities for the period 2023-2027. The five year plan shall be the basis for budgeting and spending in the County.
Public participation is a constitutional mandate and the publics have the right to know the identified projects in their respective areas and as well give their opinion and views on the same.
The training, which was carried out at City Hall was to enlighten the participants on the importance of public engagement as it is enshrined in the constitution as well as how to carry out the forums in their respective areas.
The County Director Economic Planning, Geoffrey Sianga told the participants that they were to be deployed to the 17 sub counties and will be tasked with the responsibility of conducting the public forums in liaise with the Sub County Administrators to enhance the citizen’s engagement with County Government.
Said Geoffrey Sianga “The document we are formulating is the third CIDP and this time round we are going to the public without a draft because we want to fully engage and capture their sentiments and views and document the real issues they face in every ward and also proposed solutions to some of the challenges thereafter, draft the CIDP based on their views then subject the draft to the public again for validation”.
The Ward based consultative forums that have been scheduled in the 17 Sub Counties are to take place on 17th and 18th November, 2022. The forums will also inform the process of finalization of the Annual Development Plan (ADP) 2023/2024.
