Acting Nairobi City County Secretary Dr. Jairus Musumba Calls for Continued collaboration between NCCG, KRA and NMS

Nairobi, 12th February, 2021

Acting Nairobi City County Secretary Dr Jairus Musumba has today called upon NCCG, Nairobi Metropolitan Services (NMS) and Kenya Revenue Authority(KRA) teams to continue collaborating and working together to ensure service delivery to Nairobi residents. Speaking during a sensitization  session for NCCG, NMS and KRA officers on Valuation Roll in order for the respective officers to spearhead  Public Participation in their areas of operations.

Said Dr. Musumba “There should be no rivalry between NMS, NCCG and KRA. We are one, but we are three (3). We will continue working together seamlessly. We must heed the same clarion call by H. E the President, Uhuru Kenyatta and Deputy Governor and acting Governor, H. E, Ann Kananu. This workshop is important because it is geared towards equipping our Sub  County representatives with the right information regarding the  implementation of the new Valuation Roll to be presented to Nairobi residents  which is a requirement by law.”
The current Valuation Roll was developed 41 years ago in 1980 and took effect in 1982, the law requires that a fresh and updated valuation roll is developed and implemented every 10 years.

“The implementation of the new valuation roll will enhance revenue collection in Nairobi as a result of increased rateable properties brackets within Nairobi County, will ensure the ease of doing business and as a result of digitization of the process and therefore improved services delivery to the citizens of Nairobi.” Said Mr. Stephen Mwangi the County Chief Officer Lands ,Planning and Urban renewal.

A process to develop a fresh valuation roll was initiated in 2015 and completed in 2019, this process entailed data collection ,analysis and compilation and finally establishing a fully automated Geographic Information System(GIS).The GIS platform once implemented will transit the business of property in Nairobi from manual to digital system.

Currently property rates account for about 25% of revenue collected in Nairobi.

A valuation roll is a public legal document that consists of property information of all rateable properties within the boundaries of a rating authority produced according to legislation.
