About Nairobi City County

The Nairobi City County is the creation of the Constitution of Kenya 2010 and successor of the defunct City Council of Nairobi. It operates under the auspices of the Cities and Urban Areas Act, The Devolved Governments Act and a host of other Acts.

The Nairobi City County is charged with the responsibility of providing a variety of services to residents within its area of jurisdiction. These include the services that were hitherto provided by the defunct City Council and the ones that have been transferred from the national government.

The former include Physical Planning, Public Health, Social Services and Housing, Primary Education Infrastructure, Inspectorate Services, Public Works, Environment Management while the latter include Agriculture, Livestock Development and Fisheries, Trade, Industrialization, Corporate Development, Tourism and Wildlife, Public Service Management.

The Nairobi City County, in execution of responsibilities and functions bestowed upon it by the above Acts has been divided into three arms as follows:

  1. The Executive led by The Governor
  2. The Legislative Arm or the County Assembly headed by The Speaker
  3. County Public Service Board

EXECUTIVE ARM

Led by The Governor and The Deputy Governor, The Executive arm of the County is charged with the responsibility of policy formulation. Within this arm is the County Public Service Board, the County Executive Committee, the City Inspectorate, County Investigations and Information Analysis departments,Disaster Management and Coordination Sector and a host of advisories.

THE COUNTY PUBLIC SERVICE BOARD

The County Public Service Board is appointed by the Governor and is responsible for the determination of the county Human Resource needs recruitment and related Public Service functions. The board is under the charge of the chairman supported by various committee members.

THE COUNTY EXECUTIVE COMMITTEE

The County Executive Committee, appointed by HE the governor, comprises ten members and is the highest policy making organ of the county. Each County Executive Committee Member is responsible for a sector of County operations namely:

COUNTY ASSEMBLY

It is the legislative arm of the County responsible for formulation of laws that are expected to regulate the conduct of activities in the county and to provide oversight. The legislature comprises of 85 elected and 42 nominated members of the county assembly who sit in the various committees of the county assembly.

Legislation is conducted through committees where bills are presented culminating in the plenary assembly where the bills are concluded before being signed into law by the Governor.

The Speaker is the head of the legislature and is expected to conduct all sittings of the county assembly, save for standing committee meetings.

  8. County parks, open spaces and recreation Facilities
  9. Pre-primary education, village polytechnics, home craft centers and childcare facilities
  10. Primary education for the first 3 years only

HEALTH WELLNESS AND NUTRITION SECTOR

This sector is responsible for policy formulation and leadership in the following areas;

  1. County Health Facilities and Pharmacies
  2. Ambulance Services
  3. Promotion of Primary Health Care
  4. Licensing and Control of undertakings that sell food to the public
  5. Cemeteries, funeral parlors and crematoriums
  6. Liquor Licensing

INOVATION AND DIGITAL ECONOMY SECTOR

The Innovation and Digital Economy Sector functions include the following:

  1. Automation of all County services in order to provide enhanced operational efficiency and effectiveness in service delivery;
  2. Design and development of an interactive website through which information for public consumption can be uploaded thus provide a communication channel for exchange of views and opinions.
  3. Implementation of recommendations contained in the ICT Transformation Roadmap that is anchored to County Integrated Development Plan;
  4. Ensuring that the departments under the sector are aligned roles and responsibilities with the priorities and objectives set out in the Nairobi City County’s policies and plans;
  5. Dissemination of public information and Public participation;
  6. Development of county communications capacity and infrastructure;
  7. County branding

BOROUGHS ADMINISTRATION AND PERSONNEL SECTOR

This sector is responsible for policy formulation and leadership in the following areas

  1. Public Service Management and development policy
  2. Human Resource Development (staff training)
  3. Human Resource Management
  4. Organizational design and development (structure)
  5. Performance management and public service innovations
  6. Public service superannuation scheme
  7. Intergovernmental relations (diplomacy)& protocol
  8. Reforms and governance
  9. Procurement services
  10. Legal services
  11. Security and Compliance

BUILT ENVIRONMENT AND URBAN PLANNING SECTOR

This sector is responsible for policy formulation and leadership in the following areas:

  1. Land Survey and Mapping
  2. Boundaries and Fencing
  3. Housing
  4. City Planning

MOBILITY AND WORKS SECTOR

This sector is responsible for policy formulation and leadership in the following areas:

  1. Storm water management systems in built-up areas
  2. County roads
  3. Street and other lighting
  4. Traffic and parking
  5. Public road transport

BUSINESS AND HUSTLER OPPORTUNITIES SECTOR

This sector is responsible for policy formulation leadership in the following areas:

  1. Markets- List of Nairobi County Markets
  2. Trade licenses (exclusive regulation of profession)
  3. Fair trading practices
  4. Cooperative societies

GREEN NAIROBI(ENVIRONMENT,WATER AND AGRICULTURE SECTOR

This sector is responsible for policy formulation and leadership in the following areas:
Implementation of national government policies on natural resources and environment including:

  1. Nairobi City Water and Sewerage Company’
  2. Solid Waste Management
  3. Soil and water conservation
  4. Forestry
  5. Water and sanitation policy (including sewerage)
  6. Electricity and gas reticulation
  7. Energy regulation
  8. Crop and animal husbandry
  9. Livestock sale yards
  10. County abattoirs
  11. Plant and animal disease control and fisheries
  12. Animal control and welfare including licenses of dogs and facilities for the accommodation, care and burial of animals
  13. Veterinary services (excluding regulation of profession)

    The Nairobi City County, as can be seen from the foregoing, is a service provision outfit larger in structure than the defunct City Council of Nairobi. The former bears more functions and responsibilities than the latter some inherited from the Council and others transferred from the national government.

FINANCE AND ECONOMIC PLANNING AFFAIRS SECTOR

This sector is responsible for policy formulation and leadership in the following areas:

  1. Economic, fiscal and monetary policies
  2. Investment policy in the county
  3. Budget co-ordination and control
  4. Bilateral and multilateral development and financing
  5. County revenue, expenditure and borrowing
  6. MTEF and budget monitoring
  7. County debt management
  8. Accounting services
  9. Custodian of county assets
  10. Divestiture of public enterprises
  11. Public, private partnership
